1 arrested, 1 at large following illegal dumping incident in Hialeah

HIALEAH, Fla. – Hialeah police have arrested a man who they said was captured on surveillance video during an illegal dumping incident.

The incident occurred June 6 near West 44th Avenue and 108th Street.

Officer Scarlett Hernandez, who is also a spokeswoman for the police department, confirmed that the suspect, Osniel Lezcano Blanco, 38, was arrested Tuesday near East Fourth Avenue and 58th Street.

According to Hernandez, Blanco was captured on video around 12:30 p.m. June 6 driving a 2022 Isuzu truck, with an illegal homemade trailer attached to it, in a known dumping area.

“On the CCTV it clearly shows that while Blanco was driving, another male was seen unloading items from the trailer onto the ground,” Hernandez said in an email to Local 10 News.

Hernandez said after his arrest, Blanco “provided a full confession to the crime.”

He was arrested on a charge of violating Florida’s Litter Law and transported to the Turner Guilford Knight Correctional Center.

Blanco was no longer appearing in the jail database as of Wednesday afternoon.
