MIAMI – Miami police arrested a 38-year-old man on several felony charges Tuesday after they said he opened fire on a victim who had dared him to use the gun he had just pulled out.
According to an arrest report, the incident happened just before 5 p.m. in the 6700 block of Northwest 14th Avenue in the Liberty City neighborhood. Police said the suspect, Tarrel Stillman, lives nearby.

The report states that the victim crossed paths with Stillman as he was on his way home from a friend’s house; the two got into a dispute after making eye contact.
Police said Stillman, an eight-time convicted felon out on probation, pulled out a gun from his waistband and held it at his side, prompting the victim to tell him, “If you pull it out, you better use it.”
Stillman then pointed the gun at the man and said, “What was that you were saying now?” before following through on the dare, shooting at the victim, according to police. Police said the victim fled.
The report states that officers received a ShotSpotter notification of four rounds being fired and responded to the scene, encountering three men who told them, “Y’all better catch him before we do.”
Police said surveillance video showed Stillman pulling out a gun-shaped object from the waistband of his gym shorts, inscribed with the word “cool” on them, and then fleeing on a scooter.
Authorities said they tracked Stillman down to his apartment in the 7000 block of Northwest 15th Avenue and took him into custody. They said he would later claim he “did not have a dispute with anyone” and denied the allegations.
Police said Stillman, however, also had a dispute with a woman in November that involved him brandishing a gun.
A separate arrest report states that that incident happened on Nov. 7 in the 1200 block of Northwest 67th Street.
Police said Stillman, who dated the victim’s cousin, “roll(ed) up” on a bicycle, lifted his shirt and pulled a gun on the woman, who was sitting on a set of steps with her niece.
“I see dead people,” police say he told her.
Police said a few hours prior, Stillman had come to the woman’s apartment looking for her cousin. The report states that after the woman told her she didn’t know where her cousin was and telling Stillman to leave, he told her, “I’m going to come up to where you are and slap you with my gun.”
Stillman is now facing seven felony charges in connection with the two incidents, including one count of attempted murder.
As of Wednesday, he was being held without bond in the Turner Guilford Knight Correctional Center.
