Third arrest made in connection with Miramar shooting that left teen dead

MIRAMAR, Fla. – A third arrest has been made following a shooting that occurred in Miramar in 2023 in which a 15-year-old boy was killed, authorities announced Monday.

Jail records show that Julecia Samantha Farris, 23, was arrested last Thursday on a second-degree murder charge.

According to an arrest warrant, Farris fired a gun at the victim, Joel Vilsaint, in the 1800 block of South Hiatus Road on March 22, 2023, “although not necessarily with a premeditated intent to cause the death of Joel Vilsaint.”

The warrant states that another man, Julien Michael Sellmon, also shot at the victim.

According to police, the victim was shot in the head. He was transported to Memorial Regional Hospital, where he later died.

Sellmon, 26, of North Miami Beach, was arrested on a murder charge the following month.

A third suspect, De Sean Phang, 28, was taken into custody Feb. 4 after a high-speed chase just outside of Colorado Springs, according to the U.S. Marshals Service.

A motive for the shooting was not stated in the arrest warrant.

As of Tuesday morning, Farris was being held at the Paul Rein Detention Center in Pompano Beach without bond.
