According to an arrest report, the incident occurred Monday afternoon in the 3000 block of Northwest 190th Street.

Miami Gardens police said the victim was delivering mail to an independent living facility when one of the residents, Kellen Tramiane Mackens, 44, who was sitting on the front porch, made sexual comments toward her as she delivered the mail, which she said he does every day.

According to the report, Mackens took it a step further Monday by exposing his genitals, pleasuring himself while looking at the victim.

Police said Mackens was identified to them by the owner of the house.

The victim then identified Mackens in a photo lineup.

Mackens surrendered to police Thursday and was arrested on a charge of indecent exposure.

According to the report, Mackens was arrested in connection with a similar incident in October 2023.

As of Friday afternoon, Mackens was being held at the Turner Guilford Knight Correctional Center on a $1,000 bond.
