19-year-old extradited to Broward County after fatal double shooting

POMPANO BEACH, Fla. – A 19-year-old man who was arrested last year in connection with a fatal double shooting that occurred in Pompano Beach in 2023 has been extradited to Broward County, the Broward Sheriff’s Office announced Wednesday.

According to BSO, Neil Andrews, of Pompano Beach, was arrested April 9, 2024, by U.S. marshals in Rapid City, South Dakota.

On Monday, he was extradited to Broward County and booked into the BSO Main Jail on two counts of manslaughter and one count of removal of a serial number from a firearm.

According to authorities, the double shooting was reported at 10:42 a.m. on March 23, 2023 near the 300 block of Southeast 11th Avenue in Pompano Beach.

BSO deputies and Pompano Beach Fire Rescue units responded to the scene, where they found Joshua Moise, 23, of Lauderdale Lakes, and K-CI Octelus, 24, of Oakland Park, already dead.

Following the investigation, the case was submitted to the Broward County State Attorney’s Office for review and an arrest warrant was issued for Andrews.

A motive for the double shooting has not been released.
