HALLANDALE BEACH, Fla. – A witness reported seeing a man on a Broward County beach pulling wooden posts and ripping tape to kick sand in two areas where mother sea turtles had laid their babies’ eggs, according to a police report.

Hallandale Beach police officers responded to investigate and arrested Luis Coba, of Hollywood, shortly before 8:30 a.m., on Wednesday, at 2801 East Hallandale Beach, according to the police arrest report.

Court records show Coba, 30, was out on bond for a pending Hollywood Police Department’s June 20 case of false imprisonment, robbery by sudden snatching, and criminal mischief.

According to the HPD arrest report, the victim saw Coba was “going on tangents” before he robbed him of his iPhone and iPad in the lobby of the apartment building where Coba lives with his mother.

Police officers responded to the apartment building and reported finding Coba naked, sweating profusely, and “in a state of paranoia,” so fire rescue personnel took him to Memorial Regional Hospital.

On Tuesday, days after Coba bonded out, court records show prosecutors filed the HBPD’s case on two counts of disturbing and molesting a turtle nest, a third-degree felony charge.
