Florida law requires each county to report its early and absentee ballots first. That includes mail-in ballots, which lean heavily Democratic.
Over the past two election cycles, Democrats have tended to vote by mail more than Republicans. That means the first results reported often look stronger for Democratic candidates than the eventual outcome. Amendment 3 is one of two amendments on the ballot put there by citizens, not lawmakers (the other being Amendment 4).
